Equity Comparisons by District

RGV students classified as "Emergent Bilinguals" by the Texas Education Agency (TEA) are generally from Spanish-dominant families. RGV PUEDE advocates for all students to have access to dual language programs, but especially students whose native language is Spanish.

RGV PUEDE Equity Ratings are based on three principles:
1) Dual language at every school (equitable access without busing)
2) Dual language at every level (Pre-K to 12th)
3) Dual language as district policy (institutionalizes DL as preferred bilingual program to develop bilingual, biliterate, and bicultural students)
